INTEGRATED LAND TARGET SYSTEMS

ABOUT ILTS

The Integrated Land Target Systems (ILTS) Program supports the delivery and sustainment of Army’s live-fire training capability through the acquisition, integration and through-life management of land target systems and associated equipment.

Australian Target Systems (ATS) is the Managing Contractor for ILTS, working with Defence, Army and Industry to deliver and sustain safe, reliable, supportable and contemporary live-fire training systems.

ATS brings more than six decades of experience delivering, integrating and sustaining live-fire training systems. As a leading provider of live-fire target systems to the Australian Defence Force, ATS has supported training environments incorporating diverse technologies, suppliers and operational requirements.

Keeping pace with the changing training environment

Modern warfare is driving a rapid pace of technological change. Autonomous systems, advanced sensors, analytics tools, force-tracking technologies and software-defined capabilities are evolving faster than traditional equipment and infrastructure refresh cycles.

As these technologies, threats and operating concepts evolve, so too must the environments in which Defence personnel train. Live-fire training systems need to remain realistic, adaptable, supportable and technologically relevant to the conditions Army is preparing its people to operate in.

ILTS provides an established foundation from which live-fire training capability can be sustained and progressively enhanced, supporting Army’s focus on being ready, resilient and lethal, while remaining responsive to future training needs.

ILTS Deliverables so far

Engaging Industry

ATS is interested in understanding products and technologies that could enhance Army’s live-fire and land-warfare training capability. This may include solutions that improve training realism and complexity; target presentation and behaviour; representation of contemporary threats; system integration; mobility and autonomy; reliability, deployability and supportability; or the ability of training systems to evolve with Army’s future needs.

Early engagement helps ATS understand what Industry can offer, maintain awareness of emerging technologies and build a broader picture of the supplier capability relevant to the current and future live-fire training environment.

FUTURE CAPABILITY – WHAT WE WANT TO KNOW ABOUT

Do you have a product or technology that:
  • Improves the realism or complexity of warfare training?

  • Supports training against contemporary or emerging threats?

  • Introduces autonomous, robotic or other emerging systems into the training environment?

  • Improves target presentation, behaviour, effects or responsiveness?

  • Can integrate with existing training systems?

ILTS Industry Brief

ATS will hold an ILTS Industry Brief in Canberra in Q1–Q2 2027, providing Industry with an early view of upcoming ILTS market opportunities and forecast Approach to Market activities.

The Brief will provide context on the broader ILTS Program, how Industry contributes to the live-fire training environment, and how upcoming opportunities relate to the Program’s current and future needs. It will also provide suppliers with an opportunity to better understand anticipated requirements and prepare for participation in formal market activities as they arise.

Further details, including timing and registration information, will be published closer to the event.

Frequently Asked Questions

Where and how will ILTS opportunities be released or notified?

All ILTS opportunities will be published here on the Integrated Land Target Systems (ILTS) web page, with procurement activities administered through ATS’ procurement platform, VendorPanel. Open tender opportunities will also be notified through AusTender, with both AusTender and the ILTS Page directing suppliers to the relevant procurement activity in VendorPanel.

What does ATS look for when identifying potential suppliers, products and technologies?

ATS is looking for products, technologies and solutions that can complement, enhance, integrate and evolve Army’s live-fire targetry and training capability. We are also interested in solutions that improve supportability, whole-of-life value, Australian industry participation and supply resilience.

Can industry present products or technologies to ATS that aren’t part of or related to a current procurement?

Yes, ATS wants to hear from industry about products or technologies relevant to ILTS or capable of enhancing Army’s live-fire capability and land warfare environment.

Suppliers can provide ATS with capability statements and information about products that are not part of a current procurement via the ILTS Supplier Form.

How does a new product or technology move from industry engagement to potential assessment, procurement and integration into ILTS?

Products typically move through these broad stages in a transparent and methodical way:

  • Industry engagement identifies potential product options.
  • A procurement activity then assesses and evaluates products through a formal tender response process.
  • Successful products proceed to certification activities to ensure they are safe, compliant and ready for use on Defence ranges.
  • Products become available for procurement and are progressively integrated into ILTS as they are installed and certified.

ATS assesses responses and provides recommendations, with final decision-making authority remaining with the Commonwealth.

What technical evidence, certification, security or other prerequisites may be required?

Early engagement does not require a supplier to satisfy a predetermined ILTS technical certification requirement.

ATS wants sufficient information to understand the product, maturity and claimed capability. Requirements applicable to a particular procurement and/or integration activity will be clearly communicated when known.

Suppliers are encouraged to participate and should be prepared to provide requested technical and financial information as part of any tender or formal process. This may include relevant evidence, testing, certifications and authorisations to substantiate product performance and capability claims.

The level of evidence required will depend on the product and its intended application and may form part of future evaluation, design review or technical certification activities.

Can SMEs, companies new to Defence, overseas OEMs and Australian distributors participate?

Yes, SMEs, new Defence entrants, established Defence suppliers, OEMs and Australian representatives/distributors are all encouraged to register relevant capability.

Suppliers should consider the ILTS forecasted industry opportunities, emerging future opportunities and future capability areas.

Can suppliers share or demonstrate products to ATS?

Yes, ATS welcomes information on products and technologies that could enhance Army’s live-fire and land-warfare training capability. Suppliers can provide information and capability material via the ILTS Supplier Form to help ATS understand what industry can offer.

ATS may also engage with suppliers or view demonstrations through industry engagement activities, such as conferences, exhibitions and industry events.

How do we register our company and capabilities with ATS, and what happens after we register?

Registration allows ATS to build its knowledge of the market, identify relevant suppliers and products, and support early engagement as requirements develop.

  • Register your details and capabilities via the ILTS Supplier Form.
  • ILTS procurement activities will be notified via Vendor Panel and AusTender.
